This paper examines corruption in government contracting in the private sector for infrastructure or development projects that the government normally finances and operates but now, will be wholly or in part, constructed, operated, and maintained by the private sector. To examine corruption of this nature, the study used the government's established system for contracting as articulated in RA 6957 (May 1990), later amended as RA 7718 (July 1994), which is known as the Philippine Infrastructure Privatization Program (PIPP) or Philippine BOT Law as reference.
