This policy matrix provides a comparison matrix of land use policies/provisions from various existing national laws and issuances. Land is a fundamental material resource and the primary platform for economic and other social activities. The way land is used and how it is intended to be used are integral components of human development. A national land use policy provides for the rational allocation, utilization, development, and management of the country’s land to ensure that its use is consistent with the principle of sustainable development. However, there are various land use policies in the Philippines contained in separate national laws passed at different points in the country’s history. These sector-specific laws have limited individual coverage and often have conflicting interests. Private sector representatives or advocates and even government sectoral agencies tend to have clashing views on promoting and implementing current land use policies at a particular point in time. The government finds itself in a “policy bind” and often addresses conflicting policies and jurisdictional issues through executive and administrative action, national programs, and judicial courts. The policy matrix provides a comparison of land use policies/provisions from various existing national laws and issuances to help policymakers understand the current state of land use policy in the Philippines.
