The Tariff Commission issued this report to investigate the merits of extending the General Safeguard measure against imports of Cement (AHTN 2017 Subheading Nos. 2523.29.90 and 2523.90.00) from various countries pursuant to Republic Act (RA) No. 8800 (Safeguard Measures Act). In this investigation report, the Commission determined: (a) the efforts of the domestic industry to make a positive adjustment to import competition and (b) serious injury or threat thereof. Taking into consideration all the above-mentioned elements, the Commission finds that there is no existence of an imminent threat of serious injury and no significant overall impairment in the position of the domestic industry that constituted serious injury. The Commission thus recommends that the imposition of the definitive General Safeguard measure on importations of Ordinary Portland Cement Type 1 (classified under AHTN 2017/2022 Code 2523.29.90) and Blended Cement Type 1P (classified under AHTN 2017/2022 Code 2523.90.00) no longer be extended.
