The Tariff Commission issued this monitoring report in relation to the General Safeguard measure against imports of Testliner Board (AHTN 2017 Subheadings 4805.24.00, 4805.25.10, and 4805.25.90) from various countries. After taking into consideration domestic procedure in Republic Act No. (RA) 8800, the various World Trade Organization (WTO) Jurisprudence, and the compliance of the domestic industry with its adjustment plan/s, including the progress and developments in the domestic industry to make a positive adjustment to import competition, the Commission finds that the imposition of the safeguard measures on testliner board can be said to have been very helpful in providing support to the industry. The intervention was timely and proper, as it has provided enough breathing space for the domestic industry, and has mainly contributed to the petitioner's market competitiveness.
