Empowering Futures: Enhancing Enterprise-Based Training in the Philippines


Youth unemployment in the Philippines remains a pressing issue, exacerbated by the mismatch between the skills of young individuals and available job opportunities. The Enterprise-Based Training (EBT) framework offers a promising solution to address this skills gap and enhance youth employability. This policy brief analyzes the costs and benefits of EBT for learners, enterprises, and the economy. It also explores international best practices and the current implementation of EBT in the Philippines. The brief identifies key issues and challenges, including limited industry involvement, inconsistent guidelines, lack of attractive incentives, and shortage of qualified manpower, which hinder the effectiveness of EBT programs. This policy brief examines the proposed Enterprise-Based Education and Training (EBET) Framework Act, which aims to strengthen and harmonize EBT modalities, ensuring they are responsive to industry demands and effective in equipping the workforce with the necessary skills. It highlights key areas for consideration in the proposed framework, including industry collaboration, streamlined processes, promotion and awareness, financial incentives, and comprehensive support systems in creating effective EBT programs.
