The Program’s goals were: 1) to undertake research and to provide technical support to partner groups that promote participation of communities, particularly the disadvantaged sectors in the sustainable management of the environment; 2) to identify, analyze, and evaluate alternative modes and strategies of community participation, such as empowering communities and building partnerships and coalitions for policy formulation, program planning and management, and project implementation and review; and 3) to empower communities in the research process, particularly in terms of project impact assessment, monitoring, and evaluation.
