The project aimed to produce a country report on the state of civil society participation in Philippine governance. Specifically, the project is guided by the following objectives: 1) to delineate the social costs and benefits of civil society cooperation with government; 2) to develop a model for analyzing the sources of local government unit-civil society synergy; 3) to evaluate the reasons for the success or failure of collaborative linkages between local government units and civil society groups; 4) to determine the validity of the claim that a mobilized civil society automatically contributes to good governance; and 5) to ascertain changes in participation and services delivery of civil society groups as a result of cyclical changes in the composition of elective officials.
This study aimed to help practitioners in non-government organizations to develop effective strategies in pushing for a progressive social agenda and to secure the democratic gains from participation in governance. Result of the study may also aid government officials in forging better partnerships with civil society groups. Finally, the study was intended to support policy efforts to institutionalize innovative civil society-government partnerships.
