Considering the importance of PHC as an innovative governance principle, this paper focuses on: (1) the country's policies and systems concerning primary health care (PHC); (2) how the policies, systems and organizational structures for PH C have changed since it was globally declared as a policy in 197 8; (3) what PHC has achieved; (4) emerging challenges in the health sector and implications for PHC.
