Assessment of Application-based Motorcycle Taxi as Sustainable Transport Option


In 2017, the Philippine Government launched the Public Utility Vehicle Modernization Program (PUVMP) which aims at improving the efficiency of the public transportation sector through fleet modernization, Industry consolidation, and route rationalization. However, when the pandemic hit in 2019, public transportation services were suspended which set back the gains of the public transport modernization program due to reduced passenger demand. However, even upon the lifting of COVID-19 related restrictions, the sluggish return to normal operations of public transportation services has not been able to meet the increased demand for mobility as work and school activities resume. This has led to the rise of the utilization of application-based motorcycle taxi (ABMT) in Metro Manila, the capital of the Philippines. This mode of transport capitalizes on its ability to navigate through Manila’s heavily congested roads and streets, hence can move people in a shorter period in comparison with traditional public transport modes. However, existing regulations in the Philippines prohibit the use of motorcycles as public transport, hence they are considered illegal.

This paper presents the perspectives of ABMT users in Metro Manila based on an online survey covering travel characteristics of both ABMT users, perception of safety and passenger experience, the challenges of women in using ABMC and suggestions on how to improve ABMT safety. Three factors of sustainable transportation will be used for evaluation of operations: safety, affordability, and reliability (measured in terms of waiting time) to contribute evidence in the determination of the viability of ABMC as a viable transport option and the improvements to ensure efficiency. Based on the results of the survey, motorcycle taxis provide potential alternative mobility option. However, it is recommended that the government explore self-regulation for transport network vehicle service (TNVS), including motorcycle taxis, to protect the rights and well-being of the commuters as well as ensure that motorcycle taxis will not hamper the sustainability of high-capacity transportation systems.
