Ensuring Road Safety: The Urgent Need for Mandatory Emergency Runaway Ramps for Heavy Vehicles in Mindanao’s Mountainous Regions and Other Accident-Prone Areas


This paper advocates for the mandatory construction of emergency runaway ramps for heavy vehicles in Mindanao’s mountainous and accident-prone areas. Based on road safety data and incident reports from 2024, the paper highlights frequent accidents caused by brake failure and mechanical issues, especially in high-risk zones such as Bukidnon, Davao, and North Cotabato.

Runaway ramps, especially designed lanes made of gravel or sand, offer a controlled stopping area for vehicles experiencing brake loss on steep descents. Despite their proven efficacy in other regions, there is currently no policy requiring their installation along critical road segments in Mindanao.

The paper proposes a three-pronged implementation approach: legislation mandating ramp construction, a DPWH-led risk assessment to identify priority locations, and the development of construction standards tailored to Mindanao’s terrain. Funding strategies include national and local government allocations, public-private partnerships, and international road safety assistance.

The expected outcomes include significant reductions in road fatalities, lower infrastructure costs, and improved public confidence in Mindanao’s transport systems. By acting now, the government can prevent avoidable tragedies and set a precedent for inclusive and resilient road infrastructure.
