This study seeks to advance a framework for OFW reintegration oriented toward crisis situations with implications for the Philippine economy, return communities, and migrant workers. The paper specifically aims to: (1) analyze themes based on the experiences of returned OFWs during the pandemic, (2) examine gaps or issues in the delivery of programs and services and their contributing factors, and (3) identify the critical elements of a crisis-oriented reintegration framework.
