Established under Presidential Decree 1060 in 1976, the Foreign Service Institute (FSI) is the primary training and research institute for Philippine foreign policy, diplomacy, and related fields, and a recognized center for language learning.

FSI designs and conducts training programs relevant to the needs of Department of Foreign Affairs (DFA) personnel and those of other government agencies who will be assigned to Philippine foreign service posts.

In terms of research, it undertakes independent study on issues relevant to international relations and foreign policy as well as policy research in aid of foreign policy formulation, management, and evaluation. It maintains a Center of International Relations and Strategic Studies, which functions as its research arm on issues with foreign policy implications. The center also acts as the country’s hub for foreign affairs strategies and management, as well as development management, planning, review, and evaluation processes within the DFA.
