Before it became the Mindanao Development Authority (MinDA), the agency was known as the Mindanao Economic Development Council (MEDCo). It was established in 1992 through a directive by then President Cory Aquino and became fully operational during the term of President Fidel V. Ramos. At the time, the goal was to promote economic growth in Mindanao by fostering collaboration across sectors.

As the agency built strong partnerships over the years, calls to institutionalize it gained momentum. Thanks to the efforts of Mindanaoan lawmakers, MinDA was officially created in 2010 under Republic Act 9996, signed into law by President Gloria Macapagal-Arroyo.

Today, MinDA leads the planning and coordination of peace and development initiatives in Mindanao. It works closely with local leaders, communities, and organizations to align stakeholders around Mindanao’s advocacy agenda. The agency also plays a strategic role in regional cooperation, particularly within the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA). In addition, MinDA actively promotes investment and mobilizes resources for critical development programs.

MinDA is currently led by Chairperson Leo Tereso A. Magno.
