Improving the Individual Action Plan (IAP) is a leap towards the deepening of APEC process in the Philippines. Hence, the question is: How should the Philippine IAP enhancement program proceed? This paper outlines the methodology and proposes recommendations to develop areas having below average APEC assessments.
