WP-2015-03: Tracer Study of OWWA Skills for Employment Scholarship Program (SESP)

The Overseas Worker’s Welfare Administration (OWWA) Skills for Employment Scholarship Program (SESP) aims to pursue a paradigm shift in technical-vocational (tech-voc) training that is geared toward the development of highly skilled and more employable workers through career-enhancing courses for overall economic gain. This Tracer Study determines the current whereabouts of former scholars who completed their training through the SESP from 2012 to 2014. It evaluates the experiences of former scholars to determine whether their current employment status may be positively attributed to the tech-voc training sponsored by the SESP. Descriptive statistics indicated that employment among former scholars remains low and that job promotion in terms of salary is limited. To contextualize these statistics, focus group discussions and interviews were conducted to provide an in-depth understanding of the gaps in the program. This study may be used as a reference for policy enhancement, budget consideration, and preliminary assessment of the SESP.
