FSI CC 2017-21: Examining the DFA’s Economic Security Strategy and the Elusiveness of Stable Job Creation

In its economic security pillar, the Department of Foreign Affairs has been seeking ways to create more and better jobs for Filipinos who choose to stay in the Philippines. Some of the mechanisms identified to achieve this goal include improving Philippine participation in higher value global value chain, enhancing the competitive edge in services, and promoting tourism and outbound investments. This commentary examines the DFA’s economic security strategy found in its strategic plan for 2017-2022 and whether the strategy can produce the expected outcome of producing more and better jobs.
