The paper posits that hasty eviction of squatters in Davao City would create more problems than solutions to the increasing poverty incidence in the city. She says that the government should first focus efforts on giving access to these urban poor settlers economic opportunities and social services and that relocation should be held off until such time the government would be able to provide them adequately developed relocation sites.
