The Philippine Overseas Employment Program: Public Policy Management from Marcos to Ramos


This paper tries to illustrate how the historical evolution of the country's labor out-migration program over the course of two and a half decades led to a policy to deregulate the overseas employment sector and encourage private recruitment entities' activities. The official program and policy responses to manage the phenomenon of overseas employment from the Marcos to the Ramos administrations typify the conduct of the country's overseas employment strategy.
