The New Principles and Guidelines on Arms Exports: A Sign of Change or a Sign of Continuity in Japan’s Security Policy?


Japan’s Three Principles and Implementation Guidelines signified its effort to address its security priorities by cultivating its defense market, advancing its own defense capabilities, and expanding the coverage of its ODA. In light of its pacifist posture and the reception of its allies and neighbors, the policy has both benefits and drawbacks whether or not it will cause significant implications to Japan’s security architecture.
