The article presents the physical development plan for the National Government Center (NGC) – the envisioned administrative and political center for Filipinos, where national government offices could be clustered by functions to effect greater efficiency and economy. To be located in two sites – Manila-Cavite reclamation area and Constitution Hill in Quezon City, the NGC shall be shown to be conceived within the framework of the country’s overall goals for national development. For its design concept, the plan shall predominantly adhere to streamlining the country’s administrative machinery for coordinated planning and developments through rational concentration of government offices.
