The Local Resource Management (LRM) Project: In Search of People-Centered Planning Frameworks, Approaches, and Methodologies


The article is the first in a series of three presentations on the Local Resource Management (LRM) Project - an innovative rural development effort which employs what is called the “poverty group-focused planning approach” and is implemented in the Philippines as a foreign-assisted project from 1983-1991. During this period a considerable amount of knowledge, lessons and experiences have continuously been accumulated that would well serve the interest of development planners in the private and government sectors alike. This article provides an overview of the nature, accomplishments, lessons and evolution of the LRM Project, in a manner that sees the planning process vis-à-vis the more traditional sectoral and spatial planning approaches.
