The Impact of Early Voluntary Sectoral Liberalization on Oilseeds and Oilseed Products Sector


Oilseed and oilseed products are one of the fifteen sectors proposed for early voluntary liberalization (EVSL). The proposal is that all tariffs, non-tariff barriers (NTBs), export quotas and other trade distorting measures would be phased-out by 2000 and bound in the World Trade Organization (WTO) schedules. The paper is divided into three sections: Section 1 present background of the oilseeds and oilseed products sector. Section 2 focuses on the likely impact of the EVSL on the sector. The final section presents the results and recommendations from a consultation conducted with representatives of the oilseeds, oilseed product producers and their users, government agencies and some experts from the academe.
