The Elements of Development Planning


The paper discusses development planning as a form of government intervention, controlling general directions of country’s economic policy and coordinating efforts/activities of players from both private and public sector. The role of planning in economic development is limited to such a degree that it should create favorable market conditions but should stop short of encroaching on specific-industry decisions or thwarting its private initiatives.
