A number of economic targets were set at the start of the administration of President Benigno Aquino III. These are embodied in the Philippine Development Plan (PDP) 2011-2016 which serves as the roadmap for the administration in reducing poverty and achieving inclusive development. Foremost of these targets is the reduction of the poverty incidence from 26.5 percent in 2009 to 16.6 percent or less in 2015, in line with the commitment to the Millenium Development Goals. The poverty incidence target was later revised to 19 percent to account for the slow progress in poverty reduction, as well as the setback in recent years such as the destruction from natural and man-made disasters.
