To provide an update on the slum and squatter problems in Metropolitan Manila, the article highlights significant statistical reports of the time on population, its growth, urbanization, squatter settlements, and related other facts. Relevant portions of the 1990 Medium Term NCR Development Plan are also presented which discusses some factors that contribute to the problem. Thereafter, an overview of the national housing situation is discussed, culminating on the NEDA Plan (1987-1992) which identified the various aspects of housing provision that are in dire need of change/reform to effectively the housing needs of the country. Finally, a description of the slum and squatter problem in Metro Manila is broadly enumerated, and the approaches to solving the same discussed, giving highlight to the changes introduced by then incumbent Administration – the Aquino administration. In conclusion, some emerging consensus and policy thrusts were presented based on the review recent studies and government and private sector activities relative to the matter.
