The 2009 Regional Development Report assesses the implementation of the Updated Bicol Development Plan 2008-2010. The report evaluates the programs, projects, and activities of the government and private sectors undertaken during the year and how they contributed to the attainment of the objectives and targets in the development plan.
In addition to the programmed projects and activities for the year, the government implemented an Economic Resiliency Plan to cushion the poor from the negative effects of the global economic crisis. The concerted efforts of national government agencies, local government units, and the private sector produced significant results in 2009. I enjoin all stakeholders to build on the accomplishments and exert more effort to achieve our development goals and objectives.
