The Constitution provides for immediate and adequate care, benefits and other forms of assistance to war veterans, and veterans of military campaigns, their surviving spouses and orphans. The objective is to reward the men and women in uniform for their bravery and selfless service to the nation. The Armed Forces of the Philippines Retirement and Separation Benefits System (AFP-RSBS) was established in 1973 by virtue of Presidential Decree No. 361. Its primary mandate was to ensure the “welfare of those who serve in the Armed Forces of the Philippines after their retirement or honorable separation” from service. The AFPRSBS was intended to guarantee the continuous financial support to and self-sufficiency of the retirement and separation benefits scheme for the military. However, the AFP-RSBS failed to sustain the pension funds admittedly due to the generous pension package, limited contribution, and increasing number of pensioners.
