This paper deals with policy issues on: 1) the appropriate mix of policy instruments addressing constraints of the food processing micro-scale enterprises (MSEs); 2) the appropriate management structure and effective facilitation of policy reforms; and 3) the phasing of policy changes for a more realistic, pragmatic and politically effective implementation.
As per R.A. 8289, the Small and Medium Scale Enterprise Development (SMED) Council with its secretariat based at the Bureau of Small and Medium Business Development (BSMBD) of the DTI could prepare the design of the relevant agency self-assessment. This would determine the outcomes or impact of the various food processing initiatives of each agency based on their expected outputs per objective, allocated resources and accomplishments or outcomes.
S and T interventions such as mandatory credit allocations to finance the development cost of the MSEs and assistance for marketing, organization and management capability build-up of MSEs have to be formulated.
The implementing strategies should be able to capture the key areas on management, proper client targeting, institutional change and capability building, effective networking system mechanisms and strategic product technology development and technology delivery system
