The research initiative is part of the mandate of the Department’s Regional Operations and General Administration cluster to supervise all DOLE Regional Offices (ROs) and to coordinate with all clusters in the regional implementation of all DOLE programs and services. The rapid assessment identified five (5) programs with major implementation issues, namely: (1) Special program for the Employment of Students; (2) DOLE Integrated Livelihood and Emergency Employment Program; (3) Labor Laws Compliance System; (4) Labor and Employment Education Services; and (5) Single Entry Approach Program. The common factors that hindered their implementation are: convergence/partnership with other agencies, within or outside DOLE, policy and program guidelines, program design/process flow, requirements to avail the program, and budget.
