The study re-examines the tax treatment of certain gambling activities, such as casino gambling and bingo games, lotto, horse-racing, jai-alai and cockfighting to determine whether there is a need to revise their tax treatment for equity purposes and to look into the possibility of raising more revenue from these sources. It notes that while said activities are socially undesirable, they are good sources of revenues to support government priority projects, including education and sports, health and energy generation. It proposes specific measures for said gaming activities to make their taxation more effective.
