Policy Notes: Regional Research on ASEAN Integration


The Association of Southeast Asian Nation (ASEAN) has achieved several milestones since its inception in 1997. Bold measures on trying to integrate the region around three community pillars namely, ASEAN Economic Community (AEC), ASEAN Political-Security Community (APSC), and ASEAN Socio-Cultural Community (ASCC) were initiated by the leaders to reap the benefits of a fully integrated region. However, increasing ASEAN regional integration posits demands and challenges, especially in education systems of the region which include ASEAN 28 Agenda Points on Education, which are captured in the four main priority areas in the 5-Year Work Plan on Education (2011-2015), namely: (1) Promoting ASEAN Awareness; (2a) Increasing Access to Quality Primary and Secondary Education; (2b) Increasing the Quality of Education – Performance Standards, Lifelong Learning and Professional Development; (3) Cross-border Mobility and Internationalization of Education; and (4) Support to Other Sectoral Bodies with an Interest in Education (ASEAN Secretariat, 2012). In view of this, ASEAN Ministries of Education (MOEs) are exerting efforts to address the demands and challenges of the abovementioned priority areas, in preparation for an increasingly integrated ASEAN Regional Community. Various change management initiatives have been facilitated and organized by the MOEs, among these are: strategic educational planning, educational policy and curricular reforms, programmatic development, human capacity building, and other system improvements. In this regard, the Regional Research on ASEAN Integration delves into the status of these initiatives, as well as the issues and challenges faced by ASEAN member states in their efforts to prepare for increasing ASEAN integration. Moreover, this study was able to capture the change management strategies of the selected MOEs in the region through a process framework.
