Measuring Productivity and Development


The sensitive issue of poverty made the past regime reluctant to make official estimates of poverty incidence. At best, there have been vague targets in poverty reduction in the country’s development plan. With the new political order, however, poverty measurement exercises have been deemed part of the development package. In this issue, Dr. Mahar Mangahas shares his thoughts on rural poverty, its trends and the role of social weather watching in the Philippine poverty.
