This article foresees that local governance will continually uphold the goals of democracy and development. It expounds on three impending schemes: 1) local chief executives will transform into area managers; 2) emergence of regional government and even possibly federalism; and 3) creation of metropolitan areas. It further discusses challenges to the UP community on the outcomes of these schemes and "assess their implications on the values…(of) democracy and development". this article is part of the book entitled "Local Government in the Philippines: A Book of Readings (Volume 1)".
