Financing Local Development Through Special Assessments


The paper focuses on Presidential Decree 464, otherwise known as the Real Property Tax Code, which embodies provisions that have potentials for generating local revenues to fuel local development. It also tries to look into the reason for the reluctance of local governments to tap this power, to point out the weaknesses of the law in its present form, and to suggest measures to make the law easier to implement.
