Waste Sector Role in the Philippine Waste Management System -An Assessment Study


Philippine Solid Waste Management is facing significant challenges with the overwhelming number of wastes generated per year. Various stakeholders are involved, and there is a need to revisit all these sectors in waste management to assess the current system and find out the gaps that inhibit the effective implementation of the SWM system. The objective of this paper is to understand the existing SWM system and evaluate stakeholder to identify gaps in its implementation. Through desk research and key informant interviews (KIIs) with selected cities that are utilizing the Navotas sanitary landfill, we found that there is a significant role that the informal waste pickers play in the overall SWM system. We also observed that an interaction between the formal and informal waste management systems can address the gaps in the effective implementation of Philippine SWM. This study provides policy recommendations to formalize the informal waste sector’s contributions and improve coordination among stakeholders. Overall, it is crucial to recognize all the stakeholders involved and integrate the interactions they have to fully and effectively implement the weakening SWM system in the Philippines.
