Pursuant to Republic Act Number 8800 (Safeguard Measures Act), the Tariff Commission conducted a review on the developments of the High-Density Polyethylene (HDPE) Industry following the imposition of a safeguard measure on imported HDPE pellets and granules (AHTN 2022 Subheading 3901.20.00) in 2023.
After careful evaluation of the compliance of the domestic HDPE industry with its adjustment plan/s, including the progress and developments in the domestic industry to make a positive adjustment to import competition, the Commission found that (1) the domestic HDPE industry has complied with its commitments to make a positive adjustment to import competition; (2) the domestic HDPE industry is gearing towards increased competitiveness, and (3) the imposition of the safeguard measure on imported HDPE pellets and granules can be said to have been helpful in providing support to the domestic industry.
