Examining the Philippines’ Disaster Risk Reduction and Management System


This policy brief critically analyzes the existing disaster risk reduction and management (DRRM) policies and strategies in the Philippines, identifies key issues and challenges, and puts forth recommendations for Congress to enhance the current DRRM framework. Despite government efforts to reduce and manage disaster risks, significant gaps remain in achieving the objectives outlined in the Philippine Disaster Risk Reduction and Management (PDRRM) Act of 2010 (Republic Act No. 10121). This brief highlights the importance of improved organizational structures, management practices, and task coordination at all levels of the country's DRRM system. It emphasizes the need for capacity building and training programs for government agencies and local government units, the establishment of a robust monitoring system to track public expenditures dedicated to DRRM, and the importance of conducting ex-post evaluations of the PDRRM Act to identify necessary amendments or enhancements. By addressing these recommendations, the Philippines can strengthen its resilience and effectively respond to future disaster risks.
