This research looks into the nature and extent of PO-NGO participation in natural resource management and the factors that may account for similarities and differences in outcomes. These factors include: 1) policy environment at the national and local levels (policies as well as the structures and processes that shape it); 2) contextual environment of communities, Pos, NGOs, and agents of bureaucracy in the course of their involvement in natural resource management; and 3) interaction process that characterize PO-NGO structures, strategies, systems, staff, shared values, skills, and management style.
