As the second in the series of presentations on the LRM, the article discusses one of the two prongs of the LRM--the one which is directed towards building the development planning and management capability of local government units for them to be able to respond to the needs of an "active community". The mechanics of this planning process are here detailed largely from the viewpoint of the local government units, thereby describing the cost- and time-effective research methodologies and the skills they employ.
