The Empowering Local Governance in the Philippines: Policy Studies for the National Capital Region forum discusses the implications of federalism in the National Capital Region (NCR) and the feasibility of forming a federal administrative region out of it. Topics discussed in the forum include the provision of social services, urban development (i.e., flooding), solid waste management, as well as national concerns. This forum is co-sponsored by the Program on Social and Political Change (PSPC) and the Program on Alternative Development (AltDev) of the University of the Philippines Center for Integrative and Development Studies (UP CIDS).
