The devastation caused by Supertyphoon Yolanda on November 8, 2013, severely impacted the economy, settlements, livelihoods, and social services in Eastern Visayas, calling for immediate and unified recovery efforts. In response, the National Economic and Development Authority (NEDA) Region VIII took the lead in formulating the Eastern Visayas Yolanda Reconstruction Plan, named “Sulhog” (a local term meaning "ray of light"), as part of its role as Vice-Chair of the Rehabilitation and Recovery Committee (RDRRMC) under Republic Act No. 10121. The Sulhog framework, developed through consultative workshops involving regional line agencies, local government units, and the private sector, outlines the comprehensive interventions for rehabilitation and recovery. Approved by the Regional Development Council (RDC) VIII in 2014, it serves as a guide for rebuilding the region better. Subsequent to this approval, NEDA VIII initiated the preparation of a detailed list of Yolanda recovery programs and projects, aligning them with the national Reconstruction Assistance for Yolanda (RAY) through a structured annual budget review process. The list includes key details such as project location, costs, and implementing agencies, and is now organized into four clusters: Infrastructure, Social Services, Resettlement, and Livelihood. This document complements Sulhog and contributes to the realization of the RAY’s objectives, supporting the comprehensive rehabilitation of Eastern Visayas.
