The Plan encompasses 18 chapters and is organized to articulate the Strategy Framework adopted and adapted from the PDP (Chapter 3), its different dimensions (Chapters 4 to 16), as well as the planning context (Chapter 1), its spatial development
framework (Chapter 2), and importantly, the Plan implementation and its monitoring and evaluation (Chapter 18). Unique to the CL-RDP is the chapter on “Futures Thinking and Foresight Approach to Development Planning: Causal Layered Analysis” (Chapter 17) which outlines the process and results in the application of strategic foresight tools in its formulation.
