The Ilocos Regional Development Plan 2023-2028 is the region's blueprint for regional socio-economic development. This RDP is a product of inclusive, participatory, and responsive planning. Moreover, the RDP is imbued with the spirit of sinnaranay– a sense of community that prioritizes those who are in need as enabled by one’s available resources so that all benefit from the bounty of the vibrant world. This sinnaranay spirit manifested in the region’s vision succinctly captured by the region’s vision tagline of “REACH Region 1” which stands for Resilient, All-inclusive, Competitive, and Healthy Region 1.
