Basic Education and Federalism: Implications and Options for the National Capital Region (NCR)


The draft Bayanihan Federalism charter defines basic education as an exclusive power of the federal government, while culture and language development are deemed to be exclusive to the eighteen (18) federated regions. This potential assignment of powers upends the prevailing notion that the delivery of “quasi-public goods” and “merit goods” are normally shared between federal and regional governments, with the former setting national standards to meet equity objectives and considerations.
