This study covering GOCCs is the second phase of the project study entitled "Gathering of Database and Technical Assistance to All Departments, Bureaus, Offices and Agencies of NG and GOCCs in the Revision of Fees and Charges) undertaken by the NTRC pursuant to EO 159. It consists of the following: a comparative list of the fees and charges by GOCCs, and their existing rates; an analysis of the recommendations to heads of agencies concerned; and recommendations on the feasibility of imposing fees and charges on other services currently rendered for free. It notes, among others, that GOCCs are more EO 159-compliant and updated in the revision of their rates compared with National Government Agencies (NGAs). It recommends that GOCCs, which have not revised their rates of fees and charges since 1993 should upgrade their rates sufficient to recover the cost of administration; and charges less than cost may be imposed for some services that are now provided for free.
