E-cigarette Taxation: Assessing Awareness and Prevalence of Use among Filipino Adults


Despite significant progress in reducing smoking rates over the past decade in the Philippines, the growing popularity of e-cigarettes presents new challenges to its tobacco control efforts. In response, the government introduced an excise tax on e-cigarettes in 2020. This study analyzes the impact of the tax on e-cigarette smoking behaviors, utilizing data from the Global Adult Tobacco Survey (GATS) for 2015 (pre-reform) and 2021(post-reform). Descriptive analysis and logistic regression were employed to assess changes in e-cigarette awareness and usage among Filipino adults across various demographic groups. Results show significant increase in both awareness and usage particularly among males, younger individuals, those with higher education, and current smokers, especially those intending to quit. Despite the tax, e-cigarette use continued to rise among certain groups, emphasizing the need for targeted interventions. This policy brief provides policymakers with valuable insights to respond to shifting tobacco consumption patterns and strengthen tobacco control efforts.
