Rethinking Policies for Inclusive Living: Demographic Shifts and Housing Trends


Rising housing costs. Changing family structures. A growing elderly population. What do these mean for the future of housing in the Philippines?

The Philippine Institute for Development Studies (PIDS) held its public webinar on April 24, 2025, from 9:00 AM to 11:30 AM via Zoom, presenting two PIDS studies on household structures, demographic changes, and housing policies in the Philippines.

The first study, “Demographic Trends and Housing Patterns in the Philippines,” authored by PIDS Vice President Marife Ballesteros, Research Specialist Jenica  Ancheta, and Supervising Research Specialist Tatum Ramos, analyzes how demographic shifts influence household structures and housing choices. It underscores the interconnectedness of population dynamics, the housing market, and wealth distribution in shaping housing demand. The study emphasizes the importance of aligning housing strategies with demographic trends to accommodate both the working-age population and the growing elderly sector.

The second study, titled “Determinants in the Formation of Extended and Multifamily Households in the Philippines,” by the same authors, examines the factors contributing to the rise of extended and multifamily households. While cultural traditions play a role, the study finds that limited housing options and homeownership challenges also drive this trend. These findings highlight the need for a more responsive housing policy that addresses affordability and accessibility.
