Local Governments' PDP and SDG Localization Efforts as Contribution to National Development


This virtual event features the PIDS-DILG study titled “Assessment of the Provincial/NCR Local Government Unit Result Matrices (P/NCR LGU RMS) in the Localization of the Philippine Development Plan (PDP) 2017-2022 and the Sustainable Development Goals (SDGs)” authored by PIDS Research Fellow Justine Sicat, and PIDS Research Analysts Angel Faye Castillo and Ricxie Maddawin. Under Executive Order 27, all government agencies and instrumentalities, including local government units (LGUs), are mandated to implement the Philippine Development Plan (PDP) and Public Investment Program for the period 2017-2022. To ensure that local development plans are aligned with the PDP, results matrices were used in provinces and the National Capital Region (NCR). These tools show how LGUs contribute to national development through their programs and projects and inform oversight agencies of LGU priorities and needs. The Department of the Interior and Local Government and the National Economic and Development Authority oversee the government's PDP localization efforts. The paper examined how recent efforts have fared in ensuring that plans in the provincial and NCR levels are aligned with national development goals. It also assessed the effectiveness of the recent PDP results matrices in the government's localization efforts.
