Examining the 2023 President’s Budget


The Philippine Institute for Development Studies (PIDS) held a public webinar on November 16, 2022, from 2:00 PM to 4:30 PM via Zoom.

This virtual event featured a PIDS study authored by former PIDS Research Fellow Charlotte Justine Diokno-Sicat, PIDS Senior Research Specialist Robert Hector G. Palomar, and Research Analyst Mark Gerald C. Ruiz, which assessed the 2023 President’s budget.   

The study provides an overall perspective of the national budget and examines how the 2023 National Expenditure Program (NEP), also called the President’s budget, embodies the priorities identified by the national government. The first State of the Nation Address (SONA) of the newly elected president revealed the new administration’s policy directions, priorities, and vision for the Philippines. Premised on the need for continued management of the health and economic impacts of the now endemic COVID-19, required policy for growth trajectory, and the major shift in governance with strengthened devolution, the study examines how the 2023 NEP proposes to address these concerns and embody government priorities with the need for fiscal consolidation.
