This webinar features three PIDS studies, namely, “Deepening the Narrative: Qualitative Follow-up Study on the Third Impact Evaluation of Pantawid Pamilya”, “Longer-term Effects of the Pantawid Pamilyang Pilipino Program: Evidence from a Randomized Control Trial Cohort Analysis (Third Wave Impact Evaluation)”, and "Reassessing the Impact of the Pantawid Pamilyang Pilipino Program: Results of the Third Wave Impact Evaluation". The first study employed a qualitative methodology to gain deeper insights into the unexpected results from the third wave impact evaluation (IE3) of the Pantawid Pamilyang Pilipino Program (4Ps), particularly on child nutrition, maternal health, and labor market outcomes. One key finding of the study is the increase in prenatal care utilization, but not in postnatal care, among beneficiary mothers. The results also showed an increase in the prevalence of severe stunting among beneficiaries despite positive results in previous evaluations. It also revealed that low educational attainment and the lack of and seasonality of job opportunities caused perverse employment outcomes. The second study is a follow-through to the cohort analysis conducted in 2014 with the same objective of assessing longer-term “lock-in” effects of the 4Ps on education and health outcomes among specific cohorts. The findings showed that the provision of benefits during the first 1,000 days of life could lower the prevalence of severe underweight and the incidence of diarrhea and fever among children. It also revealed that the provision of program inputs did not have an impact on birth spacing interval among women. The results also indicated that the timing of the program inputs has little impact on age-appropriate educational attainment. The third paper focused on the results of the IE3 using the regression discontinuity design which analyzed the impact of 4Ps by comparing beneficiaries and non-beneficiaries within specific bandwidths of distance from the poverty thresholds that determine program eligibility.
